Are you eligible to enroll in APWU Health Plan?

APWU Health Plan is a national preferred provider organization (PPO) that offers a fee-for-service High Option and a Consumer Driven Option paired with a Personal Care Account. Both plans are open to all employees and retirees covered under the Federal Employees Health Benefits (FEHB) Program and the Postal Service Health Benefits (PSHB) Program.

All APWU Health Plan members receive 100 percent coverage for some in-network services, including:

  • Preventive care and screenings
  • Maternity care and support
  • Breast cancer screenings
  • Tobacco cessation program

In addition, you’re not required to have a primary care doctor and are free to use network and out-of-network providers.

All federal employees are eligible to enroll in APWU Health Plan

You don’t need to work for the U.S. Postal Service to enroll in APWU Health Plan. All active federal employees and employees of certain tribes, tribal organizations, and Urban Indian Organizations who are eligible for the Federal Employees Health Benefits (FEHB) Program can enroll in the Health Plan.

If you have questions about your eligibility, contact your federal agency or tribal employer to find out if you’re eligible to enroll in the FEHB Program.

APWU Health Plan has been a dominant carrier in the FEHB Program since it began offering coverage in 1960.

As part of enrollment in the Health Plan’s FEHB High Option or FEHB Consumer Driven Option, you will become an associate member of the American Postal Workers Union and be billed a $35 fee each year. You don’t have to take any other special action.

APWU Health Plan welcomes Postal Service workers and PSEs

APWU Health Plan is open to all eligible U.S. Postal Service employees and family members. If you’re eligible to enroll in the Postal Service Health Benefits (PSHB) Program, you can join the Health Plan.

The PSHB Program is a separate health insurance plan within FEHB. All active Postal Service employees who elect federal health insurance coverage must enroll through the PSHB Program.

For Postal Service employees, APWU Health Plan offers a PSHB High Option and PSHB Consumer Driven Option.

  • Bargaining unit employees: All active Postal Service employees who are in the APWU bargaining unit must become dues-paying members of the APWU, except where exempt by law. You will be billed directly by the union after you enroll in the Health Plan. 
  • Outside the bargaining unit: Postal Service employees in non-APWU bargaining units including letter carriers, mail handlers, and rural carriers — may enroll in APWU Health Plan by becoming an associate member of the union. The union will bill your annual $35 membership dues after you enroll in the Health Plan. 
  • Postal support employees (PSEs): After completing your 360-day initial appointment, you may enroll in the plan’s Consumer Driven Option. The Postal Service pays up to 75 percent of the premium. With other plans, you’ll pay 100 percent of the premium. 

APWU Health Plan works with Medicare for retirees

As a Postal Service or federal government retiree, you’re eligible for Medicare if you are a U.S. citizen or legal resident who has lived in the country for at least five consecutive years. The federal health insurance plan is for:

  • People 65 years of age and older 
  • Some people with eligible disabilities under age 65 
  • People with end-stage renal disease 

Enrolling in Medicare Part A, Part B, and the APWU Health Plan High Option can help maximize your healthcare coverage and get your medical bills paid 100 percent.

As a retiree covered under the High Option, you will also be automatically enrolled in our Medicare Part D prescription drug program (PDP). The Medicare PDP is not available to retirees covered under the FEHB Program who enroll in the Consumer Driven Option.

Enroll in our Medicare Advantage plan to receive added benefits and reduced costs

APWU Health Plan also offers a Medicare Advantage plan for High Option retirees covered by Medicare Part A and Part B. The UnitedHealthcare® Medicare Advantage (PPO) for APWU Health Plan enhances your PSHB Program or FEHB Program coverage by reducing or eliminating cost-sharing for services.

To qualify for enhanced Medicare Advantage benefits you must be retired, enrolled in APWU Health Plan High Option, and enrolled in Medicare Parts A and B. To find out if you’re eligible to enroll in the Medicare Advantage plan, call:

How to enroll in APWU Health Plan

Employees and retirees covered under the FEHB Program or PSHB Program can enroll in APWU Health Plan during Open Season, within 60 days of new employment, or after a qualifying life event (QLE), such as marriage, the birth of a child, or divorce.

Each year, Open Season runs from the Monday of the second full workweek in November through the Monday of the second full workweek in December.

Stay alert and protect your personal information. If you suspect a scam, report it to CVS or your prescription provider immediately.
